Respiratory Care Technical Director
I. Job Summary:
The technical director supervises and directs the activities of the employees engaged in providing respiratory therapy and pulmonary services to patients; cooperates with the medical staff in developing and providing respiratory therapy and pulmonary function services and training program. She/he is responsible for staffing, coordinating, budgeting, maintaining a high level of patient care through adequate supervision and continuing education programs.

III. Responsibilities and Authorities:
A. Supervises and directs the activities of employees engaged in providing respiratory and pulmonary services to patients is responsible for maintaining patient care in accordance with physician's orders and within the hospital's written policies and procedure of respiratory care services.
B. Schedules and assigns work to employees, responsible for the safe and efficient operation of the department, checks that all functions are properly performed.
C. Conducts interviews and selects applicants and makes necessary arrangements with personnel department for hiring and placing new employees on the payroll.
D. Responsible for the preparation of the time records and sheets for employees and for the approval and recording of information such as: hours worked, paid time off, absences, sick leave (with or without pay) and forwards time sheets and records to appropriate department.
E. Maintains and promotes good personal relationships; interprets and applies administrative policy; counsel's employees; disciplines employees to the extent of termination.
F. Conducts and maintains a continuing on the job training for technicians and
assistants: evaluates progress and work performance and handles personnel matters, such as change of status, promotion, merit, pay increases and termination.
G. Participates in the in-service and orientation programs for nursing personnel; cooperates with the supervision of in-service training in developing the scope of the respiratory therapy in documentation.

H. Makes equipment and patient rounds; checks and analyzes type of therapy being administered.
I. Confers with doctors regarding treatment of their patient's progress as requested: Confers with nursing unit and physician regarding any problem noted; requests review of prescribed treatment in cases where potential compatibility of medication is noted. •
J. Is an active member of the cardiopulmonary team and is called on for technical assistance and consultation, keeps up to date on cardiopulmonary research; assists in instructing other hospital personnel in techniques, procedure, and use of equipment.
K. Maintains and promotes good relations with other departments and medical staff with whom the work must be coordinated. Coordinates the activities of assigned employees with those of other departments and the medical staff.
L. Directs and is responsible for the maintenance of required records, reports,
schedules, and logs. Keeps the CEO & CCO informed of activities and needs, including problems and trends.
M. Is responsible for maintaining an up-to-date log of all patients receiving continuous ventilation, their location and requirements and for ensuring the availability of sufficient cylinder gases to take care of all needs in the event of failure in the piped gas system.
N. Is responsible for maintaining the work areas and equipment for needed repairs and submit work orders for necessary repairs in a timely manner. Responsible for ensuring proper use and care of equipment and for maintaining an adequate level of supplies, requisitions, and replenish as needed.
0. Keeps up to date with current trends and developments in respiratory therapy practices and techniques and evaluates their adaptability to the needs of the hospital and the training programs, maintains current procedure manual for the purpose of standardizing techniques and policies, consults medical staff and CCO and CEO regarding adoption of new and revised practices, techniques and teaching methods.
P. Is responsible for maintaining inventory records of cylinders and bulk gas storage and use; reorders as needed.
Q. Prepares budget and annual reports as they relate to the respiratory therapy service; adheres to budget limits in the staffing and expenditures of the department.
R. Performs other similar and related administrative and supervisory duties.

• IV. Qualifications
Must Meet Hospital Requirements as to General Qualifications and in Addition:

A. Education and formal training: Minimum of 2 years of college training in an AMA approved respiratory care program and clinical training in an affiliated hospital leading to ce1iification as a CRT or RRT. Must have successfully passed the NBRC examination for registry of certification. RCTD must have a state license/credential to practice respiratory care from Arkansas State Medical Board.

B. Experience required: at least 2 years of experience in respiratory care

C. Experience desired: supervisor experience, but CEO or CCO may authorize at His/her discretion approve a candidate with less than two years of experience, as a staff technician provided the individual completes a designated orientation and proctoring period of the supervisory role.
D. Other qualifications: must have thorough knowledge of:
1. All types of equipment used in connection with respiratory therapy and pulmonary function services, its function, purpose, limitations and application to various pathological conditions,
2. All types of drugs and medications used in conjunction with respiratory therapy: purpose, dosage, compatibility and potential adverse effects under various conditions,
3. The accepted practices, procedures, techniques and application to respiratory therapy and cardiopulmonary emergencies,
4. The equipment, procedures and techniques involved in collecting all types of pulmonary function tests, '

V. Must Be Able To:

A. Work harmoniously with the medical staff and other hospital departments with whom wort must be coordinated,
B. Plan, organize, and coordinate activities of the respiratory therapy service with medical and nursing care plans for patients and in accordance with established policies and procedures of the hospital,
C. Establish, conduct and coordinate the training programs for certification and registration in a manner that meets the AMA and NBRC requirements,
D. Learn the principles of personnel, administration and their application in
assigning, supervising and evaluating activities of assigned personnel.
E. Effectively supervise others and issue orders and instructions in a manner that will maintain harmony and safety and obtain cooperation and satisfactory work results
F. Effectively train and instruct others
G. Be courteous, understanding and tactful in dealing with patients, their families, and medical staff
H. Must be familiar with the organization: functions of all departments and the policies, regulations and procedures as they relate to respiratory therapy
